The impact of the policy context on university s response to autonomy: the experiences of Brazil and Finland

Descrição: Autonomy is a fundamental principle for universities to accomplish a genuine innovative role. In complex and fragmented systems like universities, though, response to autonomy can manifest in extreme variations. In this study, the inductive method is applied to appraise university specific experiences in two environments created by very different country contexts: the state of São Paulo, Brazil, and Finland. Empirically the work focuses on two universities of similar size and profile, and narrows on one important area of management, the internal budget process.
